When laying decorative garden stone do you put down the membrane first then sand or the other way around?

As an experienced gardener, i would ask the question why are you using sand at all? if you are looking to have a gravel finish, then it is simply a matter of applying the Gravel over the top of the Membrane, no need for sand at all.
