Why won't my Geraniums fully bloom?

I planted potted geraniums without adding additional dirt...I just put the potted plant right into the decorative pot. when they didn't do well...I added dirt all around to cover the roots and fertilezed them with plant food...They're doing better but not blooming fully, just particle.
